Family Empowerment Scholarship

Florida’s Empowerment Scholarship for Educational Options (FES-EO), also known as the Education Savings Account (ESA), is supported by the Florida Education Finance Plan.

The funding per student varies based on their grade level, county of residence, and public school spending for students with disabilities.

The maximum amount is equivalent to 100 percent of the unweighted full-time equivalent ($7,612 in 2021–22), minus Exceptional Services Education expenses.

Quarterly payments are disbursed from the state’s general revenue fund, allowing parents to utilize the funds for qualifying expenses.

These include private school tuition and fees, transportation under certain conditions, physical and digital instructional materials, college tuition and fees, private tutoring, virtual education through institutions like Florida Virtual School or other approved providers, fees for nationally norm-referenced tests, AP exams, and industry certifications, unbundled courses, and services at a public district school, as well as fees associated with a choice navigator.

Eligibility Requirements

To qualify for Family Empowerment Scholarship education savings accounts, students must be Florida residents and eligible for enrollment in kindergarten through grade 12 at a public school.

Priority is given to students from households with an income not exceeding 185 percent of the federal poverty limit (FPL) ($55,500 for a family of four in 2023–24), as well as children in foster care or out-of-home care.

Secondary priority is extended to students with household incomes above 185 percent of FPL and up to 400 percent of FPL.

Parents are required to complete a universal application, applicable to both the Florida Tax Credit Scholarship (FTC) program and the Family Empowerment Scholarship program (FES).

However, students are initially granted access under FTC until 75 percent of all estimated net eligible contributions are utilized.

After reaching this threshold, students may then be awarded Family Empowerment Scholarships.
